Yep. Can't move them below the boot. Or the boot above them.

Kind of seems like you can't move boot/shoes this year  With all the glitches gone, what you see is what you get from the looks of it. Minus hacks of course. |

I will find a way...if I get the game soon.  I'm guessing the tights over pants and two-toned tights glitches (not hacks, glitches) are gone? |
