Ya wanna keep a balance of quick moves, medium moves and power moves. That way, the caw can hit some simple things and work towards the bigger moves.
Some caws in the upper weights, can hit the medium moves easier then the quick moves, and can hit the big power moves quicker aswell.
I know Sylas & Starr can tear apart the in game caws about 75% time, the other 25% the in game wrestlers luck out.

There are moves in the game that don't get reversed as much as other moves. You choose those moves that don't get reversed as often, your character won't suddenly be "stop reversing me. T-T" Also, strikes aren't as big as an emphasis as they were last game, except for the Fist of Fury, which actually happens quite a lot in some simulations.
For instance, moves that did less then 12 damage last game, usually don't get reversed as often in this one. This includes all but the new scoop slam, (the new scoop slam, despite how awesome it is, really frustrates me. I haven't tried the Fallaway-Style Scoop Slam yet, but I imagine it should work just the same). I have a lot of the move damage counters remembered, so I usually don't have to check. I've found that all grapple clotheslines are somewhat spammed in sims, this includes the Rock's, which I actually gave to Addison. <3 Backbreakers are included in this, except for...the one they usually gave Jericho in past SVR's; the fairly fast Underhook Backbreaker. The one Punk uses, gets used *a lot*.
The first T-bone suplex, the Brainbuster-style Suplex (I want to say Suplex 3) and according to Jennifer Drew, Goldberg's chokeslam, don't get reversed as often. I haven't tried Golderg's chokeslam myself, but I trust Jennifer with anything, so. XD; Then there's the STO Backbreaker, and the actual STO. STO was spammed a lot last game, and it is in this one too. STO Backbreaker is used a lot as well...
And that's all I have off the top of my head at the moment. Ground signatures are usually done after an actual finisher.

Most of my movesets are flukes but I can name a few moves that seem to work on my console.
Grapples
4 Up Combo Clothesline 20 Powerslam 3 I think (the fast flowing one) The new DDT and Fisherman seem to work well too
Ground moves
Slingshot Elbow back chop 6
My movesets were never more than fluke really

So that means ya got to get all this non so good to counter moves to get a good moveset? that sucks.

Well, there's a lot more moves that don't get countered that often then last game. I haven't found them all yet; well, I haven't tried them all yet.

Well I personally hate the game when it comes to movesets, can't create one yet from which I can say with that I could start the season ... and not get jobbed out in the first match

>.>; Well, stop simming against the Xavieras, lol.
I know there are characters that other characters don't do well against, so I would try simming against your other characters first, and edit that way. When I'm making movesets, I usually test them against a decent person, ala Addison or Boston*, then once I'm confident there, I then sim them against Kaori or Kaoru. Then, if they beat them, then against Nattie, who's seemingly unstoppable. >.>; And even then, it's not really a deal-maker. There are times when the AI decides for someone to be extraordinarily stupid.

for me this year its about the right moves and the right time and the right time for counters. So far Toreno has been a beast, or maybe is just cause ihis new finisher looks like it kills the opponent lol. but small moves are good, but not all of them.
last year Gutwrench suplex should have been a dead cert for a lot of people as it was spammed and did considerable damage. but this year the AI wont touch it. but big moves like powerslams and powerbombs work better. the problem with spamming moves is that they are exactly that, spammed you wont see many other moves from that grapple in 10 matches.
SIgnatures (recentlyu discovered) i could be wrong but in all my simmingi worked something out (DONT PICK FINISHERS FOR SIGS) i eman liek GTS and Jumping complete shot. they are hopless and rarely used cause they are finishers in my simming. whereas if you pick a move that could be a legitimate sig like Step up Enziguri (jericho's sig) they work pretty well.wont say mine but Pryce's works perfectly as does a few of my other guys.
its also luck imo, i just created a batch of movesets yesterday that all pick up victories pretty well, but do get beaten, and that is something we will see a lot of this year, surprise losses. both Pryce and Toreno are beatable, so is a few others i have tried against. i dont think we will get the 4 month undefeated streaks this year. its 20 percent luck 15 percent skill, 60 percent consentrated power of will (love that song) hope that helps (probably not)

I've got no problem making Starr the most dominant caw for the last 3 years now. Not bragging, but he's stuck to the same moves year after year, and it litteraly takes me 10 mins tops to create his entire moveset, including looking for alternates or variations.
Suppose it's just something I'm good at more so then others, but I've had no problem making 30 caws that are all competitive so it's literally a 50/50 chance for each caw to win. That's including picking up other ppl's caws and testing them out against my own.
Just today I made a new female combatant that beat Ashley -> Layla -> Beth Phoenix in a gauntlet match, then Mercedes -> Sireena -> Shayne Pain in another. Yet when I simmed her against Autumn 1 on 1, she's barely pulling it off, same against Crymson, Cadavre and Isadora. Sometimes ya luck out and find a moveset that works against anyone, sometimes ya find one that works when the odds are against you (MG Last year). The key is to switch a move or two around and see what works best.
