If they do Joker again and they keep him dark they should have had Robin by now since Joker killed Robin and paralyzed Batgirl in the comics if I remember right.

Let's see. Batman Villains.
Catwoman: Not really a villain but can manipulate him. She's more of an antihero than villain.
Harley Quinn: She's more of support though she could be used with Poison Ivy since in the comics they are friends. Though she's more closely associated with The Joker
The Joker: If used again I wish they had Robin or Batgirl because he's the one who paralyzed Batgirl and killed one of the Robins.
Bane: This guy is interesting because he's strong but he's not stupid either. In the comics he freed every villain and after Batman was worn out from recapturing them, he broke Batman's spinal cord and his will to live.
CLayface: THis is interesting becasue there are multiple Clayfaces and I"m not sure which one I like.
Mr.Freeze: already been used and not sure what else you can do with the guy that hasn't been done.
The Penguin: Please not this guy. He's a total joke in my opinion and I can't take him seriously as a major villain.
Poison Ivy: WOuld suit best with Harley though she's difficutl to read cuz she seems to alter her position on whether she likes Batman or not.
The Riddler: Can't thik of much to do for him. Shame really.
Scarecrow: Already used no need to go into what to do with him.
Two-Face: Already been done. Can't think of something for him.
Scarface: hmmmmmmm can't think of anything but chucky route and chucky isn't intidating now that went more of a comedy horror route with him.
Those are some of the big villains. I think a team up between Harley Quinn and Poison Ivy could be interesting though.

. Girlfriend suggested we go see this movie and we did... Waste of money really cos we could have made out at home ;D
